Special Economic Zone “Rostovskaya”

The Industrial-Production Special Economic Zone "Rostovskaya", established on the basis of the Novocherkassk Industrial Park, was formed in 2024 in accordance with Russian Federation Government Resolution No. 280 dated March 7, 2024, signed by Prime Minister Mikhail Mishustin. The Rostov SEZ is a modern industrial cluster in southern Russia. Spanning an area of 306 hectares, it offers developed infrastructure and excellent logistics access to key transport hubs. The management company NIP Service provides a wide range of services and professional support at all stages of project implementation. Thanks to the application of tax incentives, residents enjoy unique conditions for their production operations. The Rostov SEZ is home to 11 residents and over 35 companies within the industrial park, forming a thriving industrial cluster. The zone offers ready-to-use production buildings and vacant plots equipped with all necessary utilities, supporting the localization of production facilities with hazard classes I–V.

The SEZ "Rostovskaya" is located in southern Russia, within the Rostov Region in the historically industrial city of Novocherkassk, just 35 km from Rostov-on-Don and near major cities such as Shakhty, Aksay, and Taganrog. Today, the Rostov Oblast serves as a key logistics hub for supplying new adjacent territories, opening unique sales markets for our residents. This strategic position was emphasized by Deputy Prime Minister of the Russian Federation Yury Trutnev during meetings on the establishment of the Rostov Special Economic Zone and at the "Integration 2025. Prospects for the Development of Russia’s Historical Regions" forum. The SEZ offers convenient access to all major types of logistical transport, ensuring efficient connectivity to key transportation hubs. The territory features its own railway line of the North Caucasus Railway and direct access to the M4 "Don" federal highway. Plovov International Airport is located just 5 km away, and three major ports — Rostov, Azov, and Taganrog — are within a 100 km radius.

The SEZ "Rostovskaya" offers ready-to-use production facilities and vacant land plots equipped with all necessary utilities to accommodate operations with hazard classes I–V. Power supply with a total capacity of 53 MW is provided via the main 110/6 kV GTP-2 substation and 30 transformer substations (6/0.4 kV). Gas supply delivers 115,000 m³/h through high-pressure pipelines with diameters of 250 mm, 325 mm, and 400 mm, spanning a total length of 12.8 km at a pressure of 1.2 MPa. Water supply is supported by the park’s water system with a capacity of 1,000 m³/h, providing both potable and industrial water not only to the SEZ but also to other districts and enterprises in Novocherkassk. Sewage treatment facilities, located in the Sukhaya Kadamovka ravine area (Oktyabrsky District), feature a 25.45-hectare treatment plant and 55.3 hectares of biological ponds, with available capacity of 1,000 m³/h. The managing company, NIP Service, maintains all utilities and handles connections, offering residents a single-window service for streamlined support.

The city of Novocherkassk has historically been an industrial center, ensuring a steady supply of qualified production specialists. The proximity of major industrial enterprises supports the development of highly skilled personnel. Within close vicinity of the industrial park are over 10 large-scale manufacturers, including Novocherkassk Electric Locomotive Plant, Novocherkassk Electrode Plant, Neftemash Plant, Actis, Novocherkassk GRES, and other significant enterprises. One of the main centers for specialist training is the South-Russian State Polytechnic University (NPI) named after M.I. Platov. Over its more than century-long history, the university has trained over 150,000 specialists, making a substantial contribution to the development of engineering education in Russia. Today, the university actively engages in fundamental and applied research, development of innovative technologies, and training of highly qualified engineers, fully aligning with the state policy goals for the transition to an innovative economy. NPI is not only an educational institution but also a regional center of science, education, and culture, remaining one of the leading universities in the country. Comprehensive collaboration between the university and the management company NIP Service focuses on professional training of personnel for SEZ and industrial park residents, as well as providing project and scientific support services.

SEZ “Rostovskaya” is open to international residents, offering attractive conditions for localizing production.
